LOS ANGELES (AP) — Prosecutors in Santa Barbara have charged Heather Locklear with misdemeanor driving under the influence, citing prescription drugs.

The California Highway Patrol said the actress showed “obvious impairment” when an officer noticed her car parked on a highway and blocking a lane in Montecito in September, but that alcohol was ruled out. She was tested for drugs at a police station and released.

Locklear, whose TV credits include “Dynasty” and “Melrose Place,” divorced from Bon Jovi guitarist Richie Sambora last year and sought treatment for anxiety and depression in June.

Locklear is scheduled for arraignment on Jan. 26. Her attorney, Blair Berk, had no comment when reached via e-mail Monday.

A gunman, driving with a toddler in the back seat of his car, opened fire on three people in Baldwin Village this afternoon in what police described as a gang-related shooting.

The suspect was arrested shortly after the incident, which occurred about 3 p.m. on Pinafore Street, said Capt. James Craig of the Los Angeles Police Department. No one was injured, he said.

Fresno, Calif. (AP) – A Fresno County judge has sentenced an NFL player to 30 days in a work program after a jury found him guilty of drunken driving and hit and run.

The verdict and sentence against Cincinnati Bengals defensive lineman Jason Shirley were handed down Monday.

Police say the former Fresno State football player had a blood-alcohol level of 0.12, above the legal limit of 0.08, on Oct. 8, 2007, when they say he crashed into a Fresno apartment and fled the scene.

A citizen’s tip led to the arrest of a man whom police suspect has robbed banks in Orange and Los Angeles counties since May.

Authorities arrested Gerald Fedorka, 60, Thursday in Los Angeles after someone recognized him and called police, Irvine Lt. Rick Handfield said.

FBI officials said they were tracking two different sets of bank robberies they now attribute solely to Fedorka — three robberies in Los Angeles as the “Over the Hill Bandit” and seven in Orange County as the “Khaki Bandit.”

SONOMA – Target stores has agreed to pay a $1.7 million civil penalty for overcharging California customers through electronic cash register scanners that rang up too-high prices, the Sonoma County district attorney’s office said today. The stores, without admitting guilt, also agreed to improve their pricing procedures for the next four years.

Henry Reid, former chief of the cadaver program at University of California, Los Angeles, pleaded guilty Friday to conspiring to sell more than $1 million of donated body parts to medical, drug and research companies, the Associated Press reports.

Reid, 58, pleaded guilty in Los Angeles County Superior Court to one count of conspiracy to commit grand theft. Under the agreement, Reid will cooperate in the trial of co-defendant Ernest Nelson and repay $100,000 to $1 million to the university program for the damage or destruction of school property. Reid could also face four years and four months in prison, the AP reported.

Relatives of an inmate killed by a guard at a prison near Bakersfield sued the state Tuesday, alleging that the officer was ill-trained in the use of his weapon and that corrections officials failed to provide adequate medical care.

The lawsuit, which seeks unspecified damages, was filed on behalf of the young son and mother of Daniel Provencio, an Oxnard man who died last year after he was shot in the head with a rubber projectile.

KSDK — A California man is accused of trying to hire someone to commit murder.

The St. Louis County Prosecuting Attorney’s Officer charged 47-year-old Daniel Clayton of Garden Grove, California with Conspiracy to Commit Murder in the First Degree. Clayton is being held in the St. Louis Justice Center under $50,000 bond.

Neal Banks, 42, of Brookline, Mass. was arrested on suspicion of driving under the influence and evading police at 2:12 a.m. after officers maneuvered around his white Mazda Protege and forced it to a stop by bumping it near the southbound Highway 101 onramp at Highway 1 in Mill Valley, said Officer Patrick Roth of the Marin CHP. No injuries were reported.
